About PNG

PNG is mainly methane – CH4 with a small percentage of other higher hydrocarbons. The ratio of carbon to hydrogen is least in methane and hence it burns almost completely making it the cleanest fuel. It is procured from the oil / gas wells and transported through a network of pipelines across the country.

Uninterrupted supply

PNG is being supplied through pipe 24X 7. PNG offers the convenience of ensuring continuous and adequate supply of PNG at all times, without any problems of storing gas in cylinders.

Unmatched convenience

The domestic consumers have to take upon themselves the trying task of booking an LPG cylinder refill, time and again. Then starts the wait for the deliveryman to deliver the cylinder. Switching over to PNG renders this entire exercise unnecessary. PNG also eliminates the tedious routine of checking LPG refill cylinder for any suspected leakage, or it being underweight, at the time of delivery. Moreover, the user is spared the inconvenience of connecting and disconnecting the LPG cylinder when out of gas. Precious space, occupied by LPG cylinders is also saved.

Safety

The combustible mixture of natural gas and air does not ignite if the mixture is leaner than 5% and richer than 15% of the air-fuel ratio required for ignition. This narrow inflammability range makes PNG one of the safest fuels in the world.

Natural gas is lighter than air. Therefore, in case of a leakage, it just rises and disperses into thin air given adequate ventilation. But LPG being heavier will settle at the bottom near the floor surface.

A large quantity of LPG is stored in liquefied form in a cylinder. With PNG, it is safer since PNG installation inside your premises contains only a limited quantity of natural gas at low pressure i.e. 21 millibar (mbar).

On leakage, LPG expands 250 times, which is not the case with PNG. Supply in PNG can be switched off through appliance valve (inside the kitchen) and isolation valve (outside kitchen premises), which fully cuts off the gas supply.

Billing

The user is charged for the quantity of PNG used with no possibility of any pilferage as the billing is done according to the meter. A unique feature is that the user gets to pay only after consumption of gas. The domestic consumer pays the PNG bill only once in every two months.

In case the consumption is less than 4 scm in a bi-monthly billing cycle, consumer is liable to pay minimum charges equivalent to 4 scm gas as per the gas rate during that period.

The user pays the gas consumption charges based on the exact consumption reading provided by the meter installed at his premises, subject to minimum quantity of 4 scm in a billing cycle. In case consumption in a bi- monthly billing cycle is less than 4 scm, consumer is liable to pay minimum charges equivalent to 4 scm value. The bill is delivered at the user’s doorstep. Environment friendly

Natural gas is one of the cleanest burning fossil fuels, and helps improve the quality of air, especially when used in place of other more polluting energy sources. Its combustion results in virtually no atmospheric emissions of sulphurdioxide (SO2), and far lower emissions of carbon monoxide (CO), reactive hydrocarbons and carbon dioxide, than combustion of other fossil fuels.

In fact, when natural gas burns completely, it gives out carbon dioxide and water vapour. These are the very components that we exhale!

No daily liasioning

The consumer is spared the task of liasioning with oil companies and co-ordinating with them for ensuring the daily supply of fuel, because PNG is supplied directly through pipes.

The daily bills, settlements and reconciliation are also avoided as the consumer is billed once in two months, and that too as per the meter reading.

No spillage and pilferage

In case of fuels like HSD and LDO, there are considerable chances of spillage and pilferage. In case of PNG these losses are invariably done away with, for PNG is supplied through pipes.

Lower maintenance cost

With PNG, soot or ash accumulation and greasy spillages are absent from your appliance. Maintenance costs are, thus, driven down.

Feasibility Criteria

CRITERIA FOR TECHNICALLY FEASIBLE DOMESTIC PNG CONNECTION

EXISTENCE OF MDPE

The laying of MDPE pipeline of the pipe shall be done in fulfillment of the following

  • A technically feasible area/locality/ society / building shall have provision to lay MDPE pipelines and its lanes shall have free accessibility for fire tender in case of any emergency.

    The under-developed slum areas, water-logging areas, places with soak pits, narrow lanes that do not have room for excavation and/or the narrow and/ or crowded lanes which prevent accessing the area in case of emergency and structurally unstable buildings shall be considered technically not feasible.

  • A technically feasible domestic PNG connection shall have provision for connecting the customer’s premises with the service MDPE line with the riser for the customers building.

    The connectivity service pipeline to customers building from the mainline should be possible without posing any hindrance or safety hazard.

    POSITION OF REGULATOR

    The regulator must be installed on a permanent structure like outside wall in area which is freely accessible and open to atmosphere.

    INSTALLATION OF SERVICE PIPE(GI/CU )

    The installation of the pipe shall be done in fulfillment of the following:

  • Pipeline route should not encompass any portion where pipe shall remain hanging after installation i.e., without any support. 3(b)- The support shall be a permanent structure like concrete wall. 3(c)- Pipe shall enter kitchen/ bathroom directly, without passing through any other room like living room, bedroom etc. However, any alternative open-to-atmosphere routes, regardless of the pipeline length involved, shall be acceptable. 3(d)-Pipe shall not enter the kitchen/bathroom from the roof ceiling but always through vertical walls. 3(e) - Pipe/ meter shall be installed at a minimum distance of 300mm from any electrical point/cable, cooking appliance or gas heater the vicinity of any electrical utility.

    CONCEALMENT OF SERVICE PIPE (GI/CU)

    Service pipe in full or part there of shall not be camouflaged in the customer’s premises and shall always be exposed or open to atmosphere.

    CUSTOMER OWNED PIPELINE

    Any customer owned pre-fit pipe is not acceptable i.e. technically unacceptable and cannot be used as Megha’s gas carrier.

    LOCATION OF METER

    The domestic meter shall be installed inside or outside kitchen at an open-to-atmosphere place, which is at a minimum distance of 300mm from any electrical point/cable, cooking appliance or gas heater. Furthermore, the location of the meter shall be such that it is easily readable to the meter reader and approachable for maintenance.

    LOCATION OF KITCHEN

    The location of kitchen shall be such that it has a provision of permanent ventilation of minimum size 35x35 sq. cm/ window or it may be a door-less kitchen.

MEIL Gas Geyser guidelines

Guidelines on installation of Instantaneous water heaters(Gas Geysers) with natural gas for domestic use
1. Introduction

This section has been prepared to provide guidelines for installation of GI pipe work and associated equipment inside domestic premises for supply of natural gas to instantaneous water heaters (gas geysers),of nominal heat input not exceeding 25 kW and operating at pressure up to 21 mbar (g). The installation inside the property (or kitchen) comprises GI Pipe, appliance valve, steel reinforced rubber tube & geyser commissioning.

2. Definitions
  • Installation pipes - Piping of GI pipe constructed between Tee connection (on downstream of diaphragm gas meter) and Appliance Valve (AV) installed near gas geyser.
  • Meter Control Valve (MCV) - A MCV is fitted immediately upstream of the gas meter to enable isolation of the internal pipe work inside the property from the upstream gas supply network.
  • Geyser Isolation Valve – A MCV fitted downstream of Tee connection to isolate supply of gas to Gas Geyser.
  • Appliance Valve (AV) - A valve fitted downstream of gas meter and upstream & adjacent to an appliance, to shut off the supply of gas to it.
3. Instantaneous Water Heaters (Gas Geyser) Installation requirements & information:
3.1 Model of Gas Geyser:

The Gas geyser shall be manufactured and tested in accordance with all the requirements of valid editions of IS 15558 and / or BS EN 26 standards, and the manufacturer should possess valid BIS license for geysers manufactured in accordance with IS 15558 standards.

  • Customer can purchase any BIS approved gas geyser of any model / brand from Original Equipment Manufacturer (OEM) or their authorized distributor.
  • Maximum capacity of Gas geyser shall be 10 liters of water per minute and operating at normal working pressure of 21 mbar (g).
3.2 Gas Geyser shall have the following safety features (As a minimum)
  1. Flame Failure Shut Off Device: The appliance shall have a flame failure device,controlling the admission of gas to the main burner and possibly to any ignition pilot, in case flame is extinguished.
  2. Over-heat Protection Device: The water heater shall have a suitable overheat protection device, which shall switch off the supply of gas if the temperature of the delivered water reaches 95 0 C. The gas supply shall be restored manually.
  3. Gas and Water Stability Device: The appliance shall operate with tap fully open at gas inlet pressure of 21 mbar (g) without the flame extinguishing, blowing off or striking back and without the formation of soot.
  4. Oxygen Depletion Sensor / Incomplete Combustion Safety Device: The appliance shall have Sensor which can detect Oxygen and / or Carbon Monoxide (CO) at the same time.
3.3 Gas geysers Location:

Gas Geysers shall only be installed in areas like,

  • Kitchens, living rooms, Utility Rooms, Halls and Passageways if flueing and ventilation can be achieved.
  • Bedrooms / bed-sitting rooms provided room volume is greater than 20 cubic meters and ventilation requirements are fulfilled.
  • Gas Geyser should be installed at such a height that it can be switched off easily.No Gas Geyser is permitted to be concealed.

Installation and connection of water pipeline to the geyser need also to be planned by customer while deciding location of geyser.

Warning!Geyser shall be installed in a proper ventilated area only and shall not be installed inside the bathroom
3.4 Ventilation requirement:
  • Gas geyser shall be installed in an area with adequate ventilation. As a guide, a minimum ventilation area of 4% of the nternal floor area of the room must be provided in the room where geyser is located. The gaps under and around door,windows and ventilators provide adequate ventilation to the rooms of normally occupied individual domestic dwellings.
3.5 Advantages of installing Geyser in Kitchen:
  1. Safe, as chances of asphyxiation due to emission of fumes inside the bathroom is eliminated.
  2. Hot water will be available in the Kitchen pipe for washing oily kitchen utensils.
  3. The length of GI pipe will be minimum as the connection will be provided from PNG installation in kitchen.
3.6 Dangers of installing Geyser in Bathroom are:
  1. Greater chances of accumulation of fumes inside the bathroom, which can lead to Suffocation / asphyxiation.
  2. It is not recommended to run gas pipe across the length of the house as any leak from joints will be dangerous.
4. Safety Requirements
  • Conduct hazard identification & risk assessment before start of activity.
  • Use personal protective equipment.
  • Ensure isolation of gas supply & purge out the residue gas outside kitchen before carrying out work.
  • Ensure safety compliance while executing work.
  • Ensure no gas leak exists in the premises before leaving the site.
5. Technical guidelines:
5.1 Size of GI pipe
  • As a standard practice, seamless round GI pipe having outside diameter of 15 mm & wall thickness of 3 mm shall be used, where cooking appliance having maximum of four burners and an instantaneous water heater is employed.
5.2 Material
  • GI pipe complying with IS1239, IS3589.
  • Steel reinforced rubber hose of size 8 mm NB complying to IS 9573 Part 2 shall be used. The length of the rubber hose shall not be more than length of 1.5 meters. Rubber hose shall have marking of month & year of manufacture.
5.3 Geyser Isolation Valve
  • Geyser Isolation Valve must be fitted immediately after Tee connection on downstream copper pipe, along with associated brass fittings.
  • Marked to show the open and closed positions
  • To be Fitted in accessible & easy to operate position
5.4 Appliance Valve (AV)
  • AV shall be fitted at an easily accessible location. One end of the AV shall be fitted with a GA fitting and other end shall be fitted with steel reinforced rubber hose.
5.5 Threaded Joint
  • When making screwed joints, all threads must be clean. Hemp shall not be used on any threaded joints. PTFE (Teflon) tape shall be used, and it shall be wound with a 50% overlap.
5.6 Soundness Testing & Purging
  • Upon completion and prior to gas being charged, the installation shall be tested with air to a pressure of 32 mbar for a period of 3 minutes after allowing 2 minutes for stabilization.
  • Following the successful testing of the installation, purging shall be carried out from appliance valve for geyser. The purge shall be deemed completed when a crisp light blue stable flame is present.
